Sometimes it is not clear whether a product is a cosmetic or, for example a medicine or a medical device. Cosmetics are clearly defined within the EU as:

“any substance or preparation intended to be placed in contact with the various external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance and/or correcting body odours and/or protecting them or keeping them in good condition.”

But what about an ointment for topical use on skin problems? What about a lubricant? An anti-dandruff shampoo? In some of these cases a product is ‘on the borderline’. Extra regulations might apply to the completion of their registration. Part of our service is identifying these products and guiding you through the proper regulations.
